Quantifying the Emissions and Electricity Generation Costs of the Philippines’ Green Energy Option Program

Using updated data and refined analyses, this comprehensive report is a follow-up to our 2025 study on the socio-economic impacts of the Green Energy Option Program (GEOP).

Despite very strong market interest in the GEOP, limited data on end-users’ financial savings and emissions reduction exist.

This study aims to address this gap through direct conversations with GEOP customers, assessing both the benefits and challenges they encountered in shifting to RE via the mechanism.

Findings show promise:

  • GEOP customers increased to 833 in 2025 from 2024’s 520
  • Electricity generation costs were on average 29% lower under GEOP (PHP 901,724) than BAU (PHP 1,269,042)
  • GEOP also demonstrates a high retention rate (97.7%) and sustained growth, highlighting its potential as a scalable and cost-effective renewable energy market mechanism.
