When the Philippines ratified the Paris Agreement in 2017, it cemented its role in the global fight against climate change, committing to reduce greenhouse gas emissions through successive Nationally Determined Contributions (NDCs)—our blueprint for reducing greenhouse gas emissions and building community resilience.

Though the Philippines contributes only a tiny fraction to global emissions, we cannot afford to wait and miss out on the global low-carbon transformation now underway. Climate action is not just a moral imperative; it’s an economic one. Transitioning and adopting clean technologies can drive growth, create jobs, and reduce poverty.

The Philippines’ climate leadership ensures not just resilience, but a brighter, safer, and more prosperous future for generations to come.

In 2021, the Philippines pledged to cut emissions by 75% under its NDC, yet only 2.71% is unconditional—a goal that an analysis from Climate Action Tracker suggests the country can surpass without significant action.

The NDC Implementation Plan launched in 2024 outlines mitigation programs and measures across the agriculture, waste, industry, transport, and energy sectors, but current strategies still permit new coal capacity and rapid fossil gas expansion, jeopardizing a rapid energy transition for the country and threatening to trap the country in high electricity costs and high-carbon future.

Additionally, proposed legislation—Senate Bill No. 1992 (Low Carbon Economy Act of 2023) and House Bill No. 7705—seeks to establish an emissions trading system to support national climate targets. These measures could play a role in advancing the country’s climate agenda but require robust action and implementation to realize their full potential.

In line with this, Climate Reality Philippines’ Climate Diplomacy Program aims to unite the government, civil society, and the private sector to advance the country’s NDC ambition.

This year, we plan to:

Organize regional roadshows and develop knowledge materials to raise awareness and secure commitments for enhancing the NDC.

Advocate for CSO, academe, and youth representation in the NDC process to institutionalize broader stakeholder engagement.

Conduct focus group discussions with experts to guide the development of an emission trading system, producing policy recommendations for the legislature.
